The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) may be required to develop and update regulations contained in Title 9 of the New York Codes, Rules and Regulations (NYCRR) that implement the Parks, Recreation and Historic Preservation Law and the Navigation Law. The complete unofficial version of the NYCRR is available at the Department of State Leaving New York State Parks.

OPRHP staff drafts a proposed regulation usually with the prior informal input from interested groups and the general public (except for consensus and emergency rulemakings). OPRHP then submits a proposed regulation to the Department of State for official publication in the State Register and for formal written public comments.
